PHADA sends concerns about community service requirement to Congress & HUD

Calls for suspension of law pending further review

Today PHADA sent a letter to Congressional leaders and HUD reiterating the association's long-held opposition to QWHRA's eight-hour community service requirement for public housing residents.

Based on recent legal opinions, PHADA is particularly concerned that HAs could be held liable, under state workers compensation regulations, in the event residents are injured while fulfilling the work requirement. This could result in huge cost increases and other problems for HAs nationwide. Given the uncertainity of this situation, PHADA requested that Congress consider suspending the law pending a thorough review.
