President Clinton to sign housing legislation today

FY99 HUD funding and housing reforms to be enacted

President Clinton will reportedly sign the FY 1999 HUD appropriations bill into law later today. The bill includes funding for all public and assisted housing programs this fiscal year. In addition, the new law significantly alters many existing public housing rules and regulations including those governing rents, pets, and operating plans, among others. The law also mandates a new eight-hour work requirement for some residents.

Much of the law will have to be implemented through the formal rulemaking process. For example, the law requires a complete re-write of the operating subsidy and capital grants formulas through negotiated rulemaking between HUD, industry groups, and individual HAs.
