Violence in the Workplace: Reducing the Risk

Violence in the workplace has become a serious problem facing workers and employers alike. Most experts agree that the myriad of social issues facing us at this time in history is a major contributor to occupational violence. Employers and employees alike deserve a safe work environment. It is therefore important that training regarding risk reduction be provided and that Workplace Violence Prevention Programs be put in place. This training module focuses on "awareness and prevention planning" as the formula for risk-reduction. Presented by Sandra Mobley-Terry, President, Mobely-Terry & Associates.

Through this training module (open to all attendees) participants will:

  • explore facts and information regarding workplace violence;
  • learn to recognize warning signs of pending violence in the workplace;
  • learn a system-specific approach to risk reduction;
  • learn the elements of an effective Workplace Violence Prevention Program; and
  • be provided a Workplace Violence Prevention Program model to use in developing their programs.

Energy Performance Contracting

Presented by Lee W. Butler of Viron Energy Services. The goal of this session for Executive Directors and staff is to help HAs learn how to leverage energy saving measures to make capital improvements to their housing sites. Among other things, the presenter will discuss ways HAs can realize their goals of providing good quality housing while being competitive in the local market though energy conservation as a source of funding. Specific issues to be addressed include the HUD regulations allowing performance contracting and the financial incentives provided. In addition, capital improvements are permitted and can be funded through reduced energy costs. The keys to successful energy contracting include: identifying potential savings; selecting an energy services company; your local HUD field office; and an energy services agreement.

Multicultural and Diversity Appreciation Management/Staff Development Training

Through this Multicultural Consumer Training Model, PHADA workshop participants will:

  • Explore the challenge of providing consumer services across cultures
  • Identify the barriers that get in the way of providing exceptional multicultural consumer service
  • Learn "how-to's" for expanding their individual multicultural comfort zone
  • Be able to identify the diversity in consumer needs of their consumers Learn how to develop a "workforce + consumer" model for multicultural awareness and appreciation. Presented by Sandra Mobley-Terry.

The Moving to Work Program

This session will be led by housing authority panelists involved in the Moving to Work (MTW) Demonstration Program. MTW provides HAs with wide latitude to run their operations and engage in innovative practices. Panelisits will explain some of their strategies for innovative management and how these techniques can be applied in other HAs. The following HAs will be represented on the panel: Portland, OR; Delaware State; Vancouver, WA; Keene, NH. All attendees are welcome.

Liability Issues Affecting HAs

This sessions for HA directors and staff will focus on current liability issues confronting HAs. There will be special emphasis on the 8-hour community service requirement, which was mandated under QHWRA and is now a required part of the agency plan. Representatives of Housing Authority Insurance will conduct this session. For Executive Directors and staff. This session will be presented by Sherry Sullivan of Housing Authority Insurance.

Becoming an Entrepreneurial Housing Authority

The U.S. Dept. of Energy's Rebuild America Program

A federal gateway program that helps community partnerships make profitable investments in existing buildings and redevelopment projects through energy-efficient technologies. Public Housing Authorities are invited to participate in this free federal program. As a partner of Rebuild America, a housing authority or agency receives non-monetary assistance to initiate, implement, and successfully complete and publicize its energy-efficiency and water conservation projects. Representatives from the Aspen Systems Corporation will present this session.

In recent months, more housing authorities have taken advantage of provisions of QHWRA that allow Section 8 assistance to be used for homeownership. The new administration and leadership at HUD has said this will be a priority item. In this session, attendees will learn firsthand from housing authorities that have participated in Section 8 homeownership activities. The hope is that attendees will be able to use the information for application in their own assisted housing programs. All attendees are welcome. The following HAs will be represented on the panel: Danville, VA, Nashville, TN and Portland, OR.

The Family and Medical Leave Act (FMLA)

The FMLA requires many employers to provide staff with leave time when family medical-related situations arise. This session will be presented by James B. Brown, Esq. of the Pittsburgh-based law firm, Cohen & Grigsby. Mr. Brown, who represents public and private employers in employment litigation, will present an overview of the FMLA and discuss ways it impacts on local housing agencies. He will also discuss sample polices employers may adopt to comply with the federal law. Executive directors and staff are encouraged to attend.

America's Promise

America's Promise is a non-profit volunteer oriented organization instituted by the current Secretary of State, Colin Powell, in the late 1990s. In this session for all attendees, representatives from America's Promise will explain how HAs can help public and assisted housing youth fulfill the "Five Promises" that are essential to become successful adults. Among other things, HAs will learn how they can work to develop communities of promise in their own locales. All attendees are welcome. Members of America's Promise will present this session.

The PHAS Appeals Process

With all of the documented problems related to PHAS, it is essential that all HAs know what their potential remedies are under the appeals process. In this session, attendees will learn about the process for making appeals and what kinds of information they need to document their appeals. Representatives from HUD, PIH field offices and HA representatives will explain the whole process. For Executive Directors and Housing Authority staff.

Sexual Harassment in the Workplace

This session, for housing agency executive directors and staff, will focus on legal issues surrounding sexual harassment under fair housing laws. This session will be presented by James B. Brown, Esq. of the Pittsburgh-based law firm of Cohen & Grigsby. Mr. Brown focuses his practice in labor and employment law. In addition to the HUD regulation, recent cases will be discussed with emphasis on ways employers can prevent harassment and minimize liability.

The Operating Subsidy Cost Study

The FY 2001 HUD appropriations conference report mandated a comprehensive study on the cost of operating public housing nationwide. When completed, the study will be used as the basis for creating a new operating formula for public housing. Congress directed the Harvard Graduate School of Design to conduct the study, which has now been underway for several months. At this session for all attendees, experts from Harvard's study will update delegates on the latest information and status of the report. Greg Byrne from the Harvard study will present a current status report.

Section 8: The Growing Debate Surrounding Who Should Administer the Program

There is a growing debate among housing policymakers in Washington concerning the administration of the Section 8 tenant-based program. Some advocates, including prominent former HUD officials, are now urging that program administration be opened to competition on a regional basis. They believe this will increase mobility options for low-income families and otherwise enhance the program. In contrast, PHADA and other national groups contend that housing authorities have done a good job administering the program within the confines of flawed rules and regulations. PHADA is working with other national groups on a major policy paper, highlighting the strengths housing authorities bring to the operation of the Section 8 program. The session will be presented by one of the authors of that policy paper, Ms. Linda Campbell, a housing expert who formerly worked for HUD in the Washington headquarters. The session is open to all attendees.

How will the Department change under the Bush Administration? How will HUD treat existing regulations and will it deregulate the industry? What are HUD's funding priorities? Will PHAS be changed? These and other questions are likely to be addressed by HUD officials invited to attend the meeting. All attendees are welcomed.

This session presented by PHADA members & staff, intended to provide attendees with the latest news and information affecting their operations, continues to be requested by PHADA conference attendees. The session will focus on key legislative and regulatory issues facing HAs. Likely topics include PHAS, the HUD budget, PHADA's cost survey and other related topics. This session is open to all attendees.

Financing Affordable Housing and Developing Capacity for Local Housing Authorities

Since the passage of the 1998 housing act (QHWRA), more public housing authorities than ever before are looking for ways to leverage HUD funding in the capital markets. Standard & Poor's, a global leader in ratings and evaluation services for corporations, governments and not-for-profits, has been working with HAs to help them assess their capabilities and improve their operations to gain access to the capital markets. Tom Sheridan, who is leading Standard & Poor's efforts to expand their ratings and evaluation services in the public housing industry, will review the areas you should consider before taking the next step. Some of the topics that will be addressed are:

  • affordable housing investments for local HAs;
  • tax-exempt bond rules and bond issuer/underwriting concerns;
  • Standard & Poor's rating approach to local HA's debt.
