on PHAS appeals process


Issues FAQ on deregulation for small HAs

The Department has issued a guideline for housing authorities who wish to appeal their PHAS score, indicator score or designation. According to the guideline, an authority may request an appeal if it "believes an objectively verifiable error has occurred in accordance with PHAS Final Rule 24 CFR 902.69." HUD has also made available a Frequently Asked Questions (FAQ) list addressing the PHAS assessment of small housing authorities. There are two requirements a small HA must meet in order to be assessed every other year instead of annually:

  1. The PHA has 249 or fewer public housing units in the Public and Indian Housing Information Center (PIC) unit count, irrespective of the number of Section 8 vouchers administered by the PHA.
  2. The PHA must have a designation of "Standard Performer" or "High Performer" in their previous year’s PHAS designation, and cannot be designated as a "Troubled Performer" or a "Substandard Performer".
