House Committee criticizes HUD Voucher Proposal; PHADA files comments
on Harvard Cost Study Negotiated Rulemaking panel; Alphonso Jackson
to address Senate Committee today

The House Financial Services Committee yesterday adopted language, sponsored by Rep. Barney Frank (D-MA), as part of its "Budget Views," which is highly critical of the Administration's Flexible Voucher Plan. The language notes that the HUD budget would cut more than $1 billion from the current HUD budget, resulting in the loss of more than 200,000 vouchers. The language is not binding and does not have the force of law. Nonetheless, it is an important statement from the authorizing committee that oversees HUD policy.

PHADA today submitted its comments on HUD's proposed negotiated rulemaking committee, which is charged with devising a new operating fund pursuant to the Harvard Cost Study. In its comments, PHADA expresses its view that more small HAs are needed on the panel to ensure proper balance. PHADA also registers some concerns about a few proposed members. In other news, Acting HUD Secretary Alphonso Jackson will go before the Senate Banking Committee in a confirmation hearing today. The committee is expected to favorably report the nomination to the full Senate for action in the near future. PHADA will report further news on the confirmation as developments warrant.
