PHADA submits comments on PHAS Interim Notices
PHADA submitted comments today on HUD's interim notices governing the public housing assessment system (PHAS). HUD issued the notices in November following a series of negotiations with the industry on a compromise version of the assessment system. The association's comments were forwarded to the Department's Rules Docket Clerk, Deputy Secretary Alphonso Jackson, and PIH Assistant Secretary Michael Liu.
The interim PHAS rule is now effective for all HAs, beginning with those whose fiscal years ends September 30, 2001. PHADA makes it clear in its comments that it expects additional changes in PHAS and will continue to work with HUD and other industry partners to improve the system.
