PHADA publishes guide on fixing PHAS
At right is the cover of PHADA's new publication, "PHADA's Guide to Fixing the Public Housing Assessment System." PHADA's objective in releasing the piece is to restate some of the problems and shed some light on how the industry and HUD might overcome those problems.
The 24-page easy-to-read guide contains sections on the following topics:
- Physical Inspection
- Financial Indicator
- Resident Survey
- Costs, Personnel and Related Issues
- Technical Issues
- Review of Solutions
The design of the guide is such that particular problems are outlined, followed by PHADA's recommended solutions.
While PHADA supports a thorough inspection system, it maintains that such a system needs to be fair, sensible and workable.
"The impact of PHAS, in its present form," writes PHADA president James Tabron in the opening of the guide, "continues to wreak havoc on the fiscal and programmatic capabilities of HAs in some very cost-inefficient ways. With no attempt to sacrifice quality for speed, the time to take more substantial remedial steps is now."
There is supporting evidence in the guide from the National Academy of Public Administration, the U.S. General Accounting Office, HUD's Office of Inspector General and the Louis Berger Group.
