HUD to consider 'Consensus Process' on new PHAS rule
HUD met today with industry and resident groups for the second time in its informal process of reviewing the Public Housing Assessment System (PHAS). At the first meeting, it was suggested that the process would be better for all parties if it was organized more formally with specific schedules and guidelines calling for decisions to be made by consensus.
Today, Paula Blunt, Acting General Deputy Assistant Secretary for Public and Indian Housing, stated that newly confirmed Deputy Secretary Alphonso Jackson has agreed to review a concrete proposal on the part of the industry associations to formalize the PHAS consultations and establish them on the basis of consensus decision-making. He asked for the proposal to be submitted within a week and promised to have a recommendation to the Secretary within 60 days.
According to Blunt, Jackson told her that "PHAS is where we are today, but not necessarily where we are going."
