House Appropriations Committee The House Appropriations Committee's report on the FY 2004 VA/HUD bill is now available. The report explains the rationale being the appropriators' decisions with respect to HUD's FY '04 budget proposal. The HUD portion of the committee report starts on page 21. The House passed the VA/HUD spending bill (HR 2861) on Friday, July 25. The bill must still be reconciled with a Senate version that has yet to be drafted and considered in that chamber.
