PHADA Commissioners' Conference Home

Housing authority executive directors, staff and commissioners will not want to miss PHADA’s 2010 Commissioners’ Conference in Tampa, Florida. The meeting will be held next January 10-13 at the Marriott Tampa Waterside Hotel and Marina.

During the 2010 conference, there will be informative sessions conducted on some of the key policy and budgetary matters that will impact HAs at the onset of the 21st century’s second decade. As always, PHADA is planning some practical “how to” sessions as well.

As we get ready for the second year of the Obama Administration and the 111th Congress, there will be sessions covering the outlook for HUD appropriations and housing authorization legislation. Topics to be covered include the status of the Section 8 Voucher Reform Act (SEVRA) and the potential for an expansion of the Moving to Work program. PHADA’s own legislative agenda, which includes a major deregulation initiative for small HAs, and a plan for allowing some agencies to convert their properties to Section 8 assistance, will also be covered in detail.

HAs all over the country are making good use of the $4 billion in stimulus capital funds Congress appropriated in ’09. PHADA is planning a few sessions to help HAs keep up with federal reporting requirements, including the number of jobs they have created and maintained with their programs. Sessions will also identify some best practices HAs can use in administering their stimulus capital funds.

HUD’s Capital Needs Assessment (CNA) study is now well underway. Congress authorized the study to look at the modernization backlog and ongoing needs of HAs. A session will be scheduled to cover how the study may impact HA capital funding well into the future. In a related matter, the Department is now exploring new physical needs assessment requirements for HAs. This topic, too, will be part of a Tampa presentation.

With so much focus on energy conservation and greening in Washington now, PHADA will conduct a few sessions that will provide housing professionals the information they need to make their properties more energy cost efficient. Other sessions will cover the latest news on HUD’s implementation of a new Public Housing Assessment System, including the on-site management review designed to replace the MASS self-certification.

PHADA will take a look at the Housing Choice Voucher program and possible changes in the funding formula and potential new ways HUD will calculate administrative fees. The latest information pertaining to HCV funding shortfalls some HAs are encountering will also be covered.

The popular “Current Events” session will, of course, be scheduled for the Tampa meeting. In this session, PHADA staff and membership will outline the latest important regulatory and legislative information emanating from Washington.

There will also be a number of informational sessions for Commissioners, focusing on ethics and good oversight practices, among other topics. The presentations for boards of commissioners will focus on real life everyday practical issues that HAs deal with on a regular basis.

PHADA’s Commissioners’ Conference is scheduled for January 10 – 13, 2010 with the Executive Director Education Program (EDEP) on January 8 and 9 and most organizational committee meetings on the 10th.  Our room block at the Tampa Marriott Waterside Hotel & Marina is SOLD OUT. We have secured two (2) overflow hotels. 

PHADA has secured rooms at the Quorum Hotel for Thursday, January 7th and Friday, January 8th which is 5 miles away.  To reserve a room at the Quorum Hotel, you may call the hotel directly at (813) 289-8200. Mention you are with PHADA for the special rate of $159.00 a night that includes transportation to the Tampa Marriott Waterside Hotel & Marina in the morning and return to the Quorum Hotel in the afternoon.

PHADA has reserved rooms at the Embassy Suites Tampa Downtown Convention Center which is across the street from the Tampa Waterside Hotel & Marina for Saturday, January 9th through Wednesday, January 13th. PHADA/Rutgers University Executive Director Education Program (EDEP)

The PHADA/Rutgers University Executive Director Education Program (EDEP) will continue January 8-9, 2010 in conjunction with the 2010 Commissioners' Conference. Two courses will be offered:

  • PHAS/SEMAP - Friday, January 8
    This session reviews the theory behind PHAS/SEMAP and provides a detailed explanation of each of the HUD indicators, including how each is measured and graded. The use of PHAS/SEMAP as management tools is discussed, and participants are shown how to improve their authority's scores through a systems approach.

  • Financial Management - Saturday, January 9
    This one-day course offers the executive director a "big picture" approach to fiscal resource management. Participants learn the basics of budget preparation as well as HUD audit requirements. Project-based budgeting is emphasized in order to help executive directors cope with anticipated changes at HUD.

EDEP registrants please note: On-site registrations are not accepted for the EDEP Program, and class size is limited to 40. Substitustions may not be made for EDEP registrations. Payment must be received in full to ensure enrollment. You will receive confirmation of your EDEP registration. If you do not receive a confirmation, please contact the PHADA office at (202) 546-5445. Refunds will be issued only to registrants who withdraw on or before December 7, 2009.

Fourth Annual Charitable Golf Outing

Proceeds benefit PHADA’s Scholarship Program for public housing youth.

Since 1985, PHADA has recognized and rewarded academic excellence in public and assisted housing youth through its scholarship program. In 2010, PHADA will proudly award three scholarships to deserving high school seniors residing in public and assisted housing. Proceeds from PHADA’s 4th Annual Golf Outing will help PHADA increase its scholarship offerings. This event will take place on Saturday, January 9, 2010.
