PHADA’s 2010 Annual Convention & Exhibition is scheduled for June 6-9 at the Paris Las Vegas Hotel in Las Vegas, Nevada. As always, the Annual Convention will provide the latest information and tools housing authorities need to run their agencies in these ever-changing times.
PHADA is planning several timely sessions on the latest legislative, budgetary and regulatory matters affecting housing authorities. The Obama Administration has started off 2010 proposing a “transformation” initiative for some public housing properties. PHADA’s meeting will include a few sessions on components of that plan including one session that will focus on how HAs might convert their properties to a Section 8 project based model. Another session will focus on how small HAs can potentially benefit from the PHADA-NAHRO small HA deregulation plan, or the separate measure the administration is now developing.
Other opportune sessions will focus on how HAs can create “green” jobs using ARRA and other funds. A related session will focus on how HAs can reap savings through energy performance contracting and other conservation initiatives.
There will be presentations on some of the important regulatory issues including the latest changes in the Public Housing Assessment System and the Section 8 Management Assessment Program (PHAS and SEMAP). A financial management update class will be held, focusing on some of the latest news on asset management criteria.
The Obama administration and Congress are making Section 3 resident hiring a higher priority and considering changes that would add to present requirements. The latest information on those initiatives will be discussed.
Pending heath care legislation in Congress could have a major impact on HA costs and operations. PHADA plans to have a session covering the most recent versions of that important legislation, laying out how HAs can best plan for the administration of any new system that is developed. PHADA is also planning session on how HAs should address non traditional income (i.e. motor vehicles, cell phones, etc) and related tax issues for directors.
In addition to these innovative sessions for executive directors and their staffs, PHADA will provide training for commissioners. Expected sessions will cover PHAS for commissioners, the federal funding system, ethics, and succession planning, among other topics.
These are just some of the planned sessions for the 2010 Annual Convention and Exhibition. Other sessions are now in works and will be announced shortly. Look for more specific details on workshops, sessions and other convention highlights in the Advocate and on the PHADA website.

PHADA/Rutgers University Executive Director Education Program (EDEP)
The PHADA/Rutgers University Executive Director Education Program (EDEP) will continue June 4-5, 2010 in conjunction with the 2010 Annual Convention and Exhibition. Two courses will be offered:

Ethics - Friday, June 4
This seminar is designed to familiarize participants with the ethical standards and legal requirements relevant to public housing authority officials. Typical state statutes and HUD regulations are examined and applied to ethical issues faced by executive directors using a case study approach.

Planning for Change - Saturday, June 5
This course provides executive directors with the management tools and skills necessary to adapt to the changes taking place at HUD. Emphasis is placed on strategic planning and creative problem-solving.
EDEP registrants please note: On-site registrations are not accepted for the EDEP Program, and class size is limited to 40. Substitutions may not be made for EDEP registrations. Payment must be received in full to ensure enrollment. You will receive confirmation of your EDEP registration. If you do not receive a confirmation, please contact the PHADA office at (202) 546-5445. Refunds will be issued only to registrants who withdraw on or before Friday, May 7, 2010.
