As members know all too well, this is a hectic, but critical time in Washington as Congress considers the FY 2013 HUD budget and other legislation that will have a significant impact on the Public Housing and Housing Choice Voucher programs well into the future. Whether Congress can complete a new budget by October 1 and exactly how it will be constituted are very much up in the air. Meanwhile, there is a great deal going on at HUD as it conducts an important Housing Choice Voucher Cost Study, implements new requirements for executive director compensation, and refines its interim Public Housing Assessment System rule. There are a lot of possibilities and some opportunities available for public housing which is why executive directors need to continue to send a strong message to Congress and the Department. PHADA continually urges its membership to contact their elected officials to discuss ways to help ensure adequate funding for public housing. And what better way to contact your elected representatives than by a face-to-face meeting?
The 2012 Legislative Forum, which will be held just steps away from congressional offices, will focus on helping housing professionals visit Capitol Hill and HUD to meet with key housing policymakers. While the Board of Trustees and committee members are strongly encouraged to attend, PHADA invites all executive directors to participate in this timely two-day meeting.
PHADA/Rutgers Executive Director Education Program (EDEP) classes will be offered September 7-8 (see course schedule below).
PHADA committee members and trustees should plan on arriving in time for meetings that start Sunday morning, September 9.

PHADA/Rutgers University Executive Director Education Program (EDEP)
The PHADA/Rutgers University Executive Director Education Program (EDEP) will continue Sept. 7-8, 2012 in conjunction with the 2012 Legislative Forum. Two courses will be offered:
- Maintenance Management - Friday, September 7
Maintenance Management includes such diverse topics as budget preparation, staffing, quality control, work order systems, resident involvement, and insurance and liability. This one-day program addresses each of these issues and uses examples of well-maintained public housing authorities to illustrate the concepts learned.
- Personnel Management - Saturday, September 8
This one-day course familiarizes executive directors with the principles of managing people to achieve established goals. Specific management tools, such as performance appraisal systems, are explained, and the components of a good personnel policy are discussed. Emphasis is placed on the role of the executive director in the leading and motivating housing authority staff.
EDEP registrants please note: On-site registrations are not accepted for the EDEP Program, and class size is limited to 40. Classes have been filling up, so early registration is recommended. You will receive confirmation of your EDEP registration from Rutgers University. If you do not receive a Rutgers confirmation, please contact the PHADA office at (202) 546-5445.
