PHADA's 2012 Annual Convention & Exhibition is scheduled for May 6-9 at the downtown Sheraton Seattle Hotel in Seattle, Washington. As always, the Annual Convention & Exhibition will provide the latest information and tools housing authorities need to run their agencies in these busy and changing times.
PHADA is planning several timely sessions on the latest legislative, budgetary and regulatory matters affecting housing authorities. There will be several sessions to provide attendees with important information coming out of Congress and HUD headquarters. There will be sessions, for example, on the status of FY 2013 HUD appropriations and new authorization legislation that would merge the Operating and Capital Funds and vastly expand the Moving to Work (MTW) program, among other things.
Due to all of the budget cuts and the recent operating reserves offset, it is important for HAs to reduce their own costs and generate other sources of revenue to help make up the difference. This will be the topic of one session. Another presentation will focus on how HAs might use the Operating and Capital Fund Financing programs to help fill the void. Similarly, in light of budget cuts in housing programs, there will be a presentation on how HAs can better control costs in the voucher program.
Another session will focus on the interim Public Housing Assessment System (PHAS) rule and how HAs can best prepare and optimize their scores under the changes in that regulation. The session will also provide attendees with a glimpse of other possible changes that are coming in the PHAS final rule.
HUD and its contractor, Abt Associates, are now conducting a cost study to determine future Housing Choice Voucher (HCV) administrative fees. This important study will be the subject of another session. There will also be a presentation on proposed changes in HUD's Fair Housing programs and requirements, including a new one that would sanction agencies that run programs that have a "disparate impact" on current clients or those on waiting lists.
Other topics that will be covered in particular sessions include the new Rental Assistance Demonstration (RAD), maintaining well-being and stress reduction for public employees, energy performance contracting, new consortia guidelines, tax credit financing opportunities, and how HAs can improve their public relations outreach efforts.
In addition to these innovative sessions for executive directors and their staffs, PHADA will provide training for commissioners. Expected sessions will cover effective public relations, non-profit and affiliate guidelines for commissioners, new salary reporting and comparability review requirements, ethics, and current events in housing, among other topics.
These are just some of the planned sessions for the 2012 Annual Convention & Exhibition. Other sessions are now in the works and will be announced shortly. Look for more specific details on workshops, sessions and other convention highlights in the Advocate and on the PHADA website.

Please only reserve rooms that you are certain you will use!
Reserving rooms that you do not ultimately use is detrimental to PHADA's room block. Reserving rooms only as you need them will make it possible for all attendees to stay at the conference hotel and will help PHADA fulfill its contractual requirements. After April 3, 2012, any unsold rooms in the PHADA room block will be released for sale to the public.
Room Rate: $175.00 single/double
Room rates are per night plus applicable tax. A portion of the room rate is being used to offset conference costs.
All reservations must be accompanied by a first night room deposit or guaranteed with a major credit card. Deposits will confirm the reservation for the dates indicated, and upon check-in shall be applied to the PHADA member's account. Hotel will not hold any reservations unless secured by one of the above methods. Deposits paid by members are completely refundable if canceled by March 20, 2012. Reservations canceled after March 20, 2012 will be charged a non-refundable one room night fee of $175.00.
PHADA/Rutgers University Executive Director Education Program (EDEP)
The Executive Director Education Program (EDEP) will continue May3-5, 2012 in conjunction with the 2012 Annual Convention & Exhibition. Two courses will be offered:
Public Relations - Thursday, May 3
When should a press conference be held? Who are the local media, and what do they want? This useful seminar addresses these questions and more ... including how to write and distribute press releases, how to develop a quality newsletter, how to improve the image of the housing authority, how to develop and maintain press contacts, and how to manage the media during a crisis.
Executive Housing Management - Friday, May 4 and Saturday, May 5 (note: 2-day course) - SOLD OUT!
This two-day program offers executive directors the opportunity to improve their administrative and leadership skills. Organizational and behavioral issues are analyzed in the context of the key functions of the position, including planning, staffing and managing. A case study approach is used to cover a wide array of topics, such as time management, performance appraisal, negotiation, conflict resolution, and team building.
EDEP is modeled after the state of New Jersey's successful executive director certification program, administered by Rutgers University. Participants completing all ten courses offered in the program will receive a certificate from Rutgers and PHADA.
