PHADA's 2013 Annual Convention & Exhibition is scheduled for May 19-22 at the Grand Hyatt San Antonio in San Antonio, Texas. As always, the Annual Convention & Exhibition will provide the latest information and tools housing authorities need to run their agencies in busy and ever-challenging times.
PHADA is planning several timely sessions on the latest legislative, budgetary and regulatory matters affecting housing authorities. There will be several sessions to provide attendees with important information coming out of Congress and HUD's Washington headquarters. Topics include the status of the budget debt ceiling and sequestration situation as well as FY 2013 and '14 HUD appropriations. PHADA also plans to cover the latest information on authorization legislation that would vastly expand the Moving to Work (MTW) program and implement the PHADA-NAHRO Small Housing Authority Reform Proposal (SHARP), among other things.
The Department of Housing and Urban Development recently selected new awardees for both the MTW and Rental Assistance Demonstration (RAD) programs. Attendees will hear firsthand from panels as to how those two initiatives will change their operations and improve their housing stock. Another session will focus on the Public Housing Assessment System (PHAS) and how HAs can optimize their scores under that regulation. The session will also provide attendees with a glimpse of other possible changes that are coming in the PHAS final rule as well as other potential assessment models HUD has under consideration.
HUD and its contractor, Abt Associates, are conducting a cost study to determine future Housing Choice Voucher (HCV) administrative fees. This important study will be the subject of another session lead by some of the HAs selected for participation in the study. There will also be a session on the Small Area FMR demonstrating that is ongoing in a few HAs around the country.
Other topics that will be covered include energy performance improvements for smaller and medium size HAs, the Violence Against Women Act, new consortia opportunities and possibilities for HAs, revised demolition disposition requirements, gun regulation in public and assisted housing, and the Massachusetts initiative that would regionalize the administration of all the state's housing authorities.
In addition to these innovative sessions for executive directors and their staffs, PHADA will provide training for commissioners. Expected sessions will cover effective E.D. succession planning, dealing with all of the budget chaos emanating from Washington, HUD's salary reporting and comparability review requirements, ethics, and current events in housing, among other topics.
These are just some of the planned sessions for the 2013 Annual Convention & Exhibition. Other sessions are now in the works and will be announced shortly. Look for more specific details on workshops, sessions and other convention highlights in the Advocate and on the PHADA website.

Closing Dinner Theme: PHADA's Texas Rodeo
Howdy Y'All! Dust off that cowboy hat and put on those boots. PHADA is going to the rodeo. Don't leave without taking a ride on the mechanical bull. The closing dinner will be held on Wednesday, May 22, from 6:00 to 8:00 p.m. in the Lone Star Ballroom A/B/C. Casual dress or Country/Western attire.
Bus Tour of the San Antonio Housing Authority
The San Antonio Housing Authority along with PHADA will host a tour on Wednesday, May 22 from 2:00 pm - 4:00 pm. Tickets are limited to first come, first serve
. Please sign up and pick up your ticket at the registration desk during the conference. Below is a short summary of the tour.
1. DRIVE THROUGH OF ALAZAN-APACHE COURTS/JOBS-PLUS PROGRAM - Alazan-Apache Courts, constructed in 1939 on the Westside of San Antonio, was the city's first and largest family public housing neighborhood. It has been an area in transition, evolving over the past 14 years to the current three phases; Alazan, Apache and Guadalupe Homes, combined with a total of 741 units.
1a. JOBS-PLUS PROGRAM - Jobs-Plus is an innovative, place-based, employment and community-building program to raise the level of employment and earnings among public housing residents. In 2011, SAHA became the only Jobs-Plus site outside of New York when it was awarded a five-year, $2.5 million grant to fund the program for the residents of Alazan-Apache Courts and Mirasol Homes.
2. TOUR OF HEMISVIEW VILLAGE - The site, once known as Victoria Courts, was originally built in 1941 with 660 units of public housing. In 2003, HUD approved an $18,778, 269 HOPE VI grant for the community's revitalization. HemisView is the thrid phase of a multi-phase redevelopment project in downtown San Antonio.
3. DRIVE THROUGH WHEATLEY COURTS AND SURROUNDING AREAS - Wheatley Courts is a 248-unit apartment complex and one of the oldest public housing developments in San Antonio. In Dec. 2102, HUD awarded SAHA a $29,750,000 Choice Neighborhoods Implementation Grant to revitalize the Wheatley Courts area on the city's Eastside. San Antonio is the only community in the nation to utilize both a Choice Implementation Grant and a Promise Neighborhood grant for one community.
4. DRIVE THROUGH SUTTON OAKS - Sutton Oaks is on the site of the former Sutton Homes, which was built in 1952 and was one of SAHA'S oldest public housing communities for families. The revitalization is the first phase of a multi-phase development that will ultimately result in a total of 400-500 new units.Phase II of the revitalization, The Park at Sutton Oaks, a $29.4 million development which is presently under construction, will be the first multi-family community to achieve Build San Antonio Green (BSAG) Level II certification.

Reserving rooms that you do not ultimately use is detrimental to PHADA's room block. Reserving rooms only as you need them will make it possible for all attendees to stay at the conference hotel and will help PHADA fulfill its contractual requirements. After April 15, 2013, any unsold rooms in the PHADA room block will be released for sale to the public.
Room Rate: $199.00 single/double
Room rates are per night plus applicable tax. A portion of the room rate is being used to offset conference costs.
All reservations must be accompanied by a first night room deposit or guaranteed with a major credit card. Deposits will confirm the reservation for the dates indicated, and upon check-in shall be applied to the PHADA member's account. Hotel will not hold any reservations unless secured by one of the above methods. Deposits paid by members are completely refundable if canceled by April 2, 2013. Reservations canceled after April 2, 2013 will be charged a non-refundable one room night fee of $199.00.

PHADA/Rutgers University Executive Director Education Program (EDEP)
The Executive Director Education Program (EDEP) will continue May 17-18, 2013 in conjunction with the 2013 Annual Convention & Exhibition. Two courses will be offered:
PHAS/SEMAP - Friday, May 17
This session reviews the theory behind PHAS/SEMAP and provides a detailed explanation of each of the HUD indicators, including how each is measured and graded. The use of PHAS/SEMAP as management tools is discussed, and participants are shown how to improve their authority's scores through a systems approach..
Financial Management - Saturday, May 18
This one-day course offers the executive director a "big picture" approach to fiscal resource management. Participants learn the basics of budget preparation as well as HUD audit requirements. Project-based budgeting is emphasized in order to help executive directors cope with anticipated changes at HUD.
EDEP is modeled after the state of New Jersey's successful executive director certification program, administered by Rutgers University. Participants completing all ten courses offered in the program will receive a certificate from Rutgers and PHADA. IMPORTANT: You will receive a confirmation of your EDEP registration from Rutgers University. If you do not receive a confirmation, please contact the PHADA office at (202) 546-5445. Refunds will only be issued to registrants who withdraw on or before Monday, April 15, 2013.
