The New PHAS
Description:
HUD plans to release a new Public Housing Assessment System (PHAS) rule later this year. The new version will assess the physical and financial condition of individual properties. The biggest change centers on the management component. HUD plans to eliminate the MASS self-certification and replace it with a new on-site management review, which would be conducted by third parties (HUD field office staff or independent contractors). In this session, Cara Gillette of Nan McKay & Associates will outline the parameters (as they are being considered) and specifics, if available, of the new rule.

Latest News on Asset Management Implementation
Description:
Housing authorities with fiscal years ending on June 30 are the first ones required to fully implement project based accounting. At the same time, HUD has issued new guidance (Notice 2008-16) concerning how HAs may allocate costs and set their management and other fee structures. These changes are the result of a recently enacted law that PHADA advocated. Among other changes, agencies using capital funds for overhead will not establish a central office cost center, will no longer use the fee schedules identified by HUD and are not eligible for defederalization. Capital fund money spent for operations is treated as operating money and would be used to pay for overhead costs through an overhead allocation system subject to OMB Circular A-87 standards that costs be “reasonable and necessary.” The new law also exempts those HAs with fewer than 400 units from asset management in FY 2008. Jason Casterline is the founder of Casterline Associates P.C. He has 23 years experience assisting housing authorities on financial management issues, having consulted for Public Housing Agencies (PHAs) since 1985. In this session for EDs and their staffs, he will walk through the recent changes and explain how agencies can prepare for them.

Accreditation as a Potential Oversight Tool for Public Housing
Description:
Over the years, industry professionals have broached the possibility of applying the accreditation model to public housing. As HUD oversight becomes even more problematic (witness HUD’s inability in 2007 to complete PHAS reviews, resulting in the loss of CFP bonuses), the topic is becoming prominent once again. The Council on Accreditation (COA) partners with human service organizations worldwide to improve service delivery outcomes by developing, applying, and promoting accreditation standards. COA was founded in 1977 by the Child Welfare League of America and Family Service America. Originally known as an accrediting body for family and children's agencies, COA currently accredits 38 different service areas and over 60 types of programs. Among the service areas are substance abuse treatment, adult day care, services for the homeless, foster care, and inter-country adoption. The organization’s Director, Richard Klarburg, will lead this session. Among other things, Klarburg will discuss how the accreditation process works in other industries, and how that model might be translated to the public housing world.

Identifying Drug Paraphernalia in Public Housing

The "Greening" of Public Housing
Description:
During this timely session, Tracy Kaufman, Director of the National Housing Trust will present a case study of Galen Terrace, a Washington DC housing property that has been rehabilitated using the latest in "green" technology. An energy audit of the existing complex was conducted prior to renovation. The "green" features of this property include the use of Energy Star appliances, double-paned windows with low E-glass (which reduces heat loss and gain), heat-reflective roofing, high-efficiency heating/air-conditioning system, green labeled certified carpets, low-flow toilets, and water barrels to collect and reuse rain water. These features will help make the property more energy efficient, which is not only more environmentally-friendly, but will also result in lower utility bills and cost-savings to residents. PHADA Policy Analyst Jim Armstrong, a former PHA Executive Director will discuss ways housing authorities throughout the country can "go green."

Your HA’s Rights in the Physical Inspections Process
Description:
More HAs are raising concerns about flawed inspections conducted under the Real Estate Assessment Center’s (REAC) annual physical inspections process. Many HAs have cited inconsistent scoring, scheduling problems, unprofessional conduct by inspectors, delays on appeals and other problems. As a result, it is very important that agencies fully understand their opportunity for recourse in the process. In this session, a panel of presenters will discuss the HA’s rights during the actual inspection process, and cover the obligations of inspectors. There will also be discussion about how HAs can effectively follow-up with REAC if they want to appeal their score or register concerns with the Department.

Voluntary Conversion of Public Housing - An Innovative Tool for HAs
