Alarmed by Operating Fund Changes, PHADA and Industry Groups Request a Meeting with HUD Leadership
Between May 22 and July 17, HUD published four notices imposing significant new accounting requirements in the public housing program. On July 29 PHADA, NAHRO, CLPHA, and the MTW Collaborative wrote to Benjamin Hobbs, Principal Deputy Assistant Secretary for Public and Indian Housing and Irving Dennis, Principal Deputy Chief Financial Officer requesting a meeting to discuss the novel, onerous, ill-considered changes HUD had announced in notices referenced in the letter.
The associations are concerned that HUD’s new requirements may be inconsistent with existing statutes and regulations, threaten the well-being of public housing residents, and threaten the viability of the public housing program and the HAs that own and manage that program

PHADA Joins Industry Letter to Repeal CARES Act 30-Day Notice Provision
Earlier today, a diverse coalition of 14 housing organizations wrote to leaders of the House leadership requesting the repeal of the 30-day notice provision for non-payment of rent initially enacted through the CARES Act.

PHADA’s Latest Affirmatively Furthering Fair Housing (AFFH) Comments
On May 1, PHADA submitted comments concerning an Interim Final AFFH Rule published on March 3, 2025, effective on April 2, 2025. The comments echoed PHADA’s decade-long advocacy for effective implementation of this requirement of the Fair Housing Act of 1968 using existing planning processes, minimizing burdens for program participants, and not requiring HAs to submit separate plans and reports.
