PHADA Position Paper: FY 25 Appropriations
The White House has proposed its Fiscal Year (FY) 25 HUD budget, and the House of Representatives and the Senate have both released their FY 25 bills and passed them through their respective Appropriations Committees. There is considerable disagreement across the three budgets, with the White House and Senate budgets proposing modest increases while the House budget includes sharp cuts to many core HUD programs.

PHADA Fact Sheet: HUD Announces Delays to HIP and NSPIRE-V Rollouts
No Update Given on HOTMA Compliance Date
Over the summer, HUD has announced implementation delays for two key departmental initiatives—the Housing Information Portal (HIP) and the expansion of the NSPIRE inspection protocol to the Housing Choice Voucher (NSPIRE-V) and other HUD programs. As of press time, there is no revised implementation timeline for HIP, while the compliance deadline for the NSPIRE expansion has been pushed to October 1, 2025.

PHADA Submits Comments on Proposed 30-Day Notice Rule
On December 1, 2023, HUD issued a proposed rule that would make permanent the requirement that public housing agencies and PBRA owners provide tenants with written notification at least 30 days prior to the commencement of a formal judicial eviction procedure for lease termination for non-payment of rent. PHADA thanks those members who submitted comments. Below is a link to PHADA’s formal comments submitted on January 26.

PHADA Writes to HUD’s Secretary and to Appropriators About TARs Concerns
On July 6, PHADA wrote to the Chairs and Ranking Members of the House and Senate Appropriations Committees sharing our concerns about tenant accounts receivable (TARs) and asking Congress to fully fund the Public Housing Operating Fund and to provide adequate shortfall funding for HAs.
On September 29, following PHADA’s 2024 Commissioners’ Conference, PHADA worte to HUD Secretary Fudge about growing concerns raised by members regarding the 30-day notice of requirement to vacate due to non-payment of rent, along with the increased risks from continued high TARs.
