Following the release of the Senate’s T-HUD Appropriations bill, PHADA sent correspondence to both the House and Senate Appropriations Committees requesting that the eventual conference negotiations result in the greater of the proposed figures for the major accounts (Public Housing Operating and Capital Funds and Voucher Renewals and Administrative Fees). The letter, below, also evaluated some of the policy provisions in the bill:
Recommendations for FY 20 T-HUD Appropriations Conference Negotiations
Our basic and most important recommendation is that the final bill maintain the higher of the House or Senate numbers for the following major accounts: Public Housing Operating and Capital Funds, Section 8 Voucher Renewals and Administrative Fees, and Project Based Rental Assistance Renewals.
Tenant-Based Rental Assistance
- We support the language in the House bill intended to enhance utilization at PHAs according to the fourth provision in the $100M set aside and encourage a requirement for HUD to report the allocation of that set aside.
