In the FY 2019 T-HUD Appropriations bill, Congress provided $20 million for new incremental vouchers for assistance under the Family Unification Program FUP). HUD is accepting applications from housing authorities (HAs) interested in this funding. Applications are due by December 17, 2019.
The NOFA highlights three major changes from the previous FUP NOFA: Statement of Need, Rating Factor Certification, and Rating Criteria. Depending on the size of the agency and the demonstrated need for funding, agencies are eligible for a maximum award of 25, 50, or 75 vouchers. Awardees are also ineligible to receive more than $1.2 million in FUP assistance. As an example, an HA with over 2,000 vouchers and a voucher per unit cost (PUC) exceeding $16,000 will be eligible for less the maximum 75 vouchers. The minimum award amount will be three vouchers.
