PHADA Submits Comments on Proposed Information Collection on Project Based Vouchers

David Weber, PHADA Policy Analyst

On December 26, 2019, HUD published in the Federal Register a 60-Day Notice of Proposed Information Collection: Project Based Vouchers (PBV) Online Form. HUD’s intent is to fill a gap in existing HUD data, which currently only collects tenant-level data and HA level data on project based vouchers. HUD does not currently collect property level data on this program that allows local housing authorities to attach tenant-based Housing Choice Vouchers to specific units. While the data may be useful to researchers, analysts, and policy makers, the added administrative burden on voucher programs operating without adequate administrative fees is problematic. An excerpt of PHADA’s submitted comments are below. The full comments can be found on PHADA’s website.
