On July 15, the Department of Housing and Urban Development (HUD) published a notice to implement the voucher mobility demonstration which was funded in the Fiscal Years 2019 and 2020 Appropriations Acts. The 2019 Act also contained the authorizing legislation. The notice invites interested housing authorities (HAs) to apply for funding made available through the Acts – a total of $50 million. In many ways, the notice validates PHADA’s concerns that the statutory language allowed the Secretary to exercise significant authority to prescribe the demonstration at the expense of local decision making. However, it is also clear that the Department incorporated feedback provided by PHADA, practitioners and researchers into the design. HAs have until October 13, 2020, to submit application packages.
