Tim Kaiser to Retire in Early Spring

Our Executive Director Tim Kaiser recently informed PHADA’s leadership that he plans to retire next spring. His scheduled retirement date is March 31, 2026.
This is an unusual situation for our association. We have not had to hire a new director in thirty years. Tim has been with PHADA since 1990 when he started as a legislative assistant. He became PHADA’s Executive Director in December 1995.
We appreciate the amount of notice Tim provided. We will recognize his successful leadership and contributions as his retirement date draws closer. For now, he and the PHADA Board agree on the need to focus on finding a qualified successor to take over during these challenging times.
PHADA’s Board of Trustees discussed this matter at our recent meeting in Seattle. Following that discussion, the Executive Committee agreed to engage a consultant to assist us with the search. Senior Vice President Bill Simmons (Syracuse, NY), Tim and I recently met with Jason Geno and others with HCi Advisory Group to discuss the process.
Geno and his team are well-known in our field. They have done executive searches and related work for several HAs and industry organizations. Among other things, the firm specializes in succession planning, human resources, and organizational assessments.

Leading a trade association is a unique position that requires a variety of skills. The successful candidate will possess administrative expertise, housing policy knowledge, and interpersonal skills to effectively collaborate with PHADA’s Board of Trustees, federal agencies, policymakers, members, and staff. A solid understanding of HUD programs, federal housing policy, and the legislative landscape is essential. Other necessary professional attributes are noted in the job ad. We intend to keep PHADA uniquely positioned to serve our membership and as a leading voice in our industry.
Working with HCi, we plan to vet applications and then meet with qualified individuals in the coming weeks and months. Based on that process and our anticipated timing, we hope to have an individual in place by the end of this year or early 2026. We will keep members informed of our progress.
PHADA’s Legislative Forum in September
Plans are well underway for our September meeting in Washington. PHADA’s leadership will use the convening to strategically plan for the next few years and to possibly interview ED candidates in-person.
As always, we have invited key members of Congress, officials from HUD, and other policymakers to address the membership during plenary sessions. We will cover the hot topics of the day, including the latest on FY 26 HUD appropriations, the budget reconciliation bill, and regulatory issues such as HOTMA, BABA, and NSPIRE-V.
The September meeting is always a good opportunity to interact with Congress and HUD as they work on the coming year’s budget and other important matters.
