Join a PHADA Work Group

Help Shape Responses to HUD’s Proposed Rules & PHADA Policy Positions

PHADA is seeking member input on the policy priorities listed. We are seeking members from a range of regions and agency sizes. Estimated time commitment is roughly 1–2 hours. Members may designate a staff representative with relevant expertise to participate.

  1. Proposed Rule working group for Housing and Community Development Act of 1980: Verification of Eligible Status: Provide feedback on the rule’s many components related to eligibility determination and mixed-status households. Interested members can email Julie Piccolo at: jpiccolo@phada.org. Comments are dueon April 21, 2026. 
  2. Proposed Rule working group for Establishing Flexibility for Implementation of Work Requirements and Term Limits: While PHADA supports local flexibility, we want to hear directly from members on what works, what doesn’t, and what we should emphasize in formal comments. Interested members can email David Weber at: dweber@phada.org. Comments are due by May 1, 2026. 
  3. Administrative Fee Review Group for Draft PHADA Advocacy Document: The PHADA staff are preparing a document that emphasizes the importance of fully funding voucher admin fees by highlighting all of the work that is funded by the admin fees. We are seeking a small review group who would review and provide feedback on this short document. Interested members can email Michael Webb at: mwebb@phada.org
