NSPIRE Proposed Rule Published in the Federal Register

A proposed rule by the Department of Housing and Urban Development (HUD) was published on June 17, 2022. HUD requests comments on the National Standards for the Physical Inspection of Real Estate (NSPIRE) and Associated Protocols. This request for public comment serves as a complementary document to the Economic Growth Regulatory Relief and Consumer Protection Act: Implementation of NSPIRE proposed rule.

The proposed rule provided that HUD would publish a set of NSPIRE inspection standards in the Federal Register to consolidate and align housing quality requirements and associated inspection standards across programs. HUD states that, after developing and testing draft standards, the Department now seeks public review and comment on the proposed NSPIRE physical inspection standards which would accompany HUD’s final rule. Additionally, the notice proposes changes to the list of life-threatening conditions and incorporates them into the NSPIRE inspection standards.

PHADA will have full coverage of the notice in electronic communications with members soon and in the next edition of the Advocate after further analyses. In the meantime, the full notice can be read here.

Comments are due no later than August 1, 2022.

HUD invites interested persons to submit comments to the Office of the General Counsel, Regulations Division, Department of Housing and Urban Development, 451 7th Street SW, Room 10276, Washington, DC 20410-0500. Communications should refer to the above docket number and title. Comments can be submitted electronically at www.regulations.gov or by mail.
