HUD Announces Process for Award of 8500 HUD-VASH and 4000 Stability Vouchers, Registration of Interest Deadlines Approaching

HUD has recently released the following notices.    

PIH 2022-26 Registration of Interest for HUD-VASH Vouchers.  Dated August 16, this notice announces the availability of $79 million in HUD-VASH funding, projected to support approximately 8,500 new HUD-VASH vouchers.  The waivers and alternative requirements detailed in the HUD-VASH Revised Operating Requirements published in the Federal register (86 F.F. 53207) on September 27, 2021, govern these voucher awards. Agencies with more than 25 existing HUD-VASH vouchers who do not meet the 70% utilization threshold may be eligible for a Project Basing exception to the utilization threshold if they have initiated the solicitation process for project-basing. Registrations of Interest, which now must be submitted electronically and must include a Letter of Support from the partnering VAMC, must be submitted by Friday, September 16, 2022, via the HUD-VASH web site.


Notice PIH 2022-24 Stability Voucher Program.  This notice presents HUD’s new Stability Voucher (SV) program and the process for awarding up to $43,490,000 to support roughly 4,000 new incremental vouchers.  This program was included in the FY2021 Consolidated Appropriations Act and designates the Section 8 Housing Choice Vouchers for those who are homeless, those who are at risk of homelessness, and those fleeing or attempting to flee domestic or dating violence, sexual assault, stalking or human trafficking.   In implementing the program, HUD has designed it to encourage community-wide commitment to the goal of ending homelessness, and thus is prioritizing those working with a local CoC or victim services organization.  The availability and program introduction of the SV Program complements HUD’s recent CoC NOFO to address unsheltered and rural homelessness, which also targets local community partnerships for funding. Awardees under that program will be prioritized for SV funding.  These two linked opportunities build on the strategies HUD promoted under the EHV program.  Registrations of Interest must be submitted via email no later than October 20, 2022.
