HUD Issues Correction Notice for Section 8 Administrative Fees

On November 1, HUD issued a Federal Register Notice related to Section 8 administrative fees to correct its original August 15, 2022, Notice. HUD states that the original notice omitted specific information and included incorrect website links. The current Notice replaces the August 15 Notice and republishes the methodology HUD used in determining the ongoing CY 21 administrative fees for PHAs administering the Housing Choice Voucher (HCV), Mainstream, and Moderate Rehabilitation programs, including the Moderate Rehabilitation Single Room Occupancy program.

In cases where an MTW agency has an alternative formula for calculating HCV administrative fees in Attachment A of its MTW Agreement, HUD calculates the HCV administrative fees in accordance with the MTW Agreement provision.

It is important to note that in some cases the administrative fee rates calculated for CY 22 resulted in rates lower than CY 21 rates. HUD states, “In cases where the greatest population of families remains in the same area as they were in CY 21 and that the rates for the area decreased in CY 22, the affected PHAs will continue to receive the CY 21 rates.”

The tables for CY 21 and CY 22 administrative fee rates, as well as related guidance, can be found on HUD’s HCV Guidance and Notices webpage
