Industry Groups Write to HUD Requesting HOTMA Sections 102 and 104 Effective Date Postponement

PHADA, along with our industry partners at NAHRO, CLPHA, and the MTW Collaborative, have jointly sent the following letter requesting that HUD postpone the effective date of Sections 102 and 104 of the Housing Opportunity through Modernization Act of 2016 (HOTMA) to January 1, 2025.

As previously outlined in the Advocate, PHADA has serious concerns about the Department’s HOTMA implementation timeline given the need for HAs to digest as-yet-unpublished HUD guidance, make policy changes and solicit public comment, train staff, acclimate to the new Housing Information Portal (HIP) data system, and conduct resident outreach.  PHADA will continue to advocate for administrative and regulatory relief for HAs against the deluge of HUD regulations and reporting changes, including HOTMA and NSPIRE among many others.
