On November 1, the Senate passed its Transportation, Housing and Urban Development, and Related Agencies (T-HUD) appropriations bill on a bipartisan 82–15 vote. The T-HUD bill was combined with the Military Construction-Veterans Affairs and Agriculture appropriations bills in what many called a “minibus” (instead of a larger “omnibus” that includes all 12 appropriations bills).
PHADA also understands that the House may begin considering its own T-HUD appropriations bill in the next week. The House bill provides less funding for core HA public housing and Housing Choice Voucher programs, proposes deep cuts to HOME funding, and zeroes out the Choice Neighborhoods program.
While passage of the minibus is a positive development in the appropriations process, the House and Senate will still need to pass a continuing resolution (CR) by November 17 to avoid a government shutdown. PHADA encourages members to contact their elected officials today to stress the importance of avoiding a government shutdown and of providing maximum funding for HUD programs.
