NOFO Revision Includes Other Modifications and Updates
On October 25, HUD updated the Choice Neighborhoods Implementation Grant Notice of Funding Opportunity, originally released on September 6.
Application Deadline Extended, FY 23 & FY 24 Funds to be Combined
The updated notice makes several changes. The changes are:
- Extension of the application deadlines. New Implementation Grant applications are now due February 13, 2024, while Supplemental Implementation Grant applications (for existing grantees) are due March 4, 2024.
- Addition of the anticipated FY 24 Choice Neighborhoods appropriation to the FY 23 appropriation made available under this NOFO. The FY 23 appropriation makes available approximately $259 million for implementation grants. Once the FY 24 budget passes, additional appropriated funds will be added to this amount. The Senate-passed FY 24 THUD appropriations bill includes $140 million for Choice Neighborhoods Implementation grants, which if included in the final budget would increase the available funds to over $400 million.
- Incorporation of the 2023 update to the Total Development Cost (TDC) limits into the grant sizing calculation.
Applicants must download the full application package on grants.gov. A copy of the NOFO, a webinar for prospective applicants, and other information can be found on HUD’s Choice Neighborhoods FY 23 NOFO page.
