HUD Releases FAM Scores and Supplemental Information

Following up on the November 15, Federal Register publication on Family Self-Sufficiency Achievement Metrics (the ‘FAM Score,’ previously known as FSS performance metrics), HUD has released additional information on the scoring methodology as well as current FAM Scores for all participating agencies. The Department has also posted a recording of a webinar it recently held discussing the scores.

PHADA reminds members that HUD is currently prohibited from making FSS funding decisions based on FAM Scores. Instead, the Department has proposed using scores to highlight promising practices and to direct technical assistance to lower-scoring agencies.

As discussed in a recent Advocate article, PHADA has serious concerns about the FAM Score, as the Association believes the metrics fail to track key self-sufficiency milestones and place too much emphasis on earnings growth. PHADA will continue to advocate for Congress to prohibit HUD from using scores to determine FSS coordinator funding awards.
