On August 1, HUD published the Notice of Annual Factors for Determining Administrative Fees for the Section 8 Housing Choice Voucher, Mainstream, and Moderate Rehabilitation Programs in the Federal Register. The notice announces the monthly per unit fee rates for use in calculating administrative fees for Calendar Year 2024 (CY 24) in accordance with HUD Notice PIH 2024-16. It covers administrative fee rates for the HCV, Mainstream Vouchers, Emergency Housing Voucher (column A rate only), and Moderate Rehabilitation programs, including the Single Room Occupancy (SRO) program for homeless individuals.
Despite being published with seven months of the CY already passed, the notice states that, “Publishing the CY 24 administrative fees allow PHAs to budget appropriately and is important for PHA record keeping purposes.” Congress’s failure to pass a FY 24 budget until March of 2024 is primarily responsible for this delay.
Members are encouraged to review the fee rates and advise PHADA if the published rates will have significant impacts and/or are substantially different than anticipated. The notice does not indicate if administrative fee proration estimates will be changed. Final prorations will not be determined until after reconciliation of the administrative fee accounts.
