HUD Issues Revised Compliance Date for NSPIRE Affirmative Requirements

The Department of Housing and Urban Development (HUD) issued a revised compliance date for National Standards for the Physical Inspection of Real Estate (NSPIRE) new affirmative requirements on December 17, via PIH Notice 2024-39 / H Notice 2024-11. The Notice states that HUD is extending the compliance date to October 1, 2025, and is applicable to public housing and multifamily housing programs.   

The Department states that it understands that property owners, managers, and maintenance staff are still complying with these new affirmative requirements. PHADA appreciates HUD’s efforts through this compliance date extension and continues to share its members’ concerns specific to the costs associated with many of these deficiencies, particularly because these changes continue to remain unfunded. 

Therefore, new affirmative requirements will not receive point deductions in the physical inspection scores under NSPIRE until October 1. These new affirmatives include: Fire Labeled Doors, Electrical—GFCI or AFCI, Guardrail, Heating, Ventilation, and Air Conditioning (HVAC), Interior Lighting, and Minimum Electrical and Lighting. Traditionally, non-scored defects, like Smoke Alarms, Calls for Aid, Carbon Monoxide Devices, and Handrails will continue to not be scored, and HUD’s notice does not affect those non-scored defects.   

Agencies should note that although point deductions for these deficiencies are not included in the physical inspection scores, HAs are still required to correct the deficiency and report to HUD within required timeframes under the NSPIRE Scoring Notice
