HUD Releases Best Practices Notice for Maximizing Occupancy in Public Housing

On December 31, HUD published Notice PIH 2024-42, which provides an overview of best practice strategies for housing authorities to improve and sustain optimal occupancy rates in public housing. This notice outlines practices from agencies that achieved a 95.5% occupancy rate in FY23. Key categories covered include waitlist management, unit turnaround protocols, accuracy in unit categorization, marketing and outreach, vacancy trends, natural disaster preparedness, community needs, and technology.

  1. HA Capacity Building Tools: HAs can review related to occupancy and HUD regulations including the PHA Occupancy Webinar Seriesrepositioning strategies, and completing a Physical Needs Assessment (24 CFR 990.190).
  2. Strengthening partnerships through Continuums of Care (CoC).
