Your Voice is Critical for HUD Funding Before the CR Deadline

Congress recently avoided a government shutdown by passing a Continuing Resolution (CR) that extends FY 24 funding levels through March 14, 2025. However, the FY 25 appropriations process remains unsettled, with significant differences between the House and Senate proposals.

This is a critical time to ensure that all affordable housing programs receive the funding needed to continue serving families. PHADA urges members to advocate now with their Members of Congress for HUD funding equal to at least at the Senate’s proposed level.

The Senate’s proposal allocates $78.2 billion for HUD programs, an overall 11.5 percent increase from FY 24 levels, including a vital 12 percent increase for the HCV program. In contrast, the House has proposed only $64.8 billion, a 7.5 percent decrease, with level funding for the HCV program.

Maximizing funding is essential as HAs face ongoing challenges, including funding shortfalls, rising insurance premiums, historically high tenant accounts receivable, increasing maintenance costs, and at least a $90 billion capital needs backlog.

We urge you to review PHADA’s FY 25 Appropriations Position Paper and take action now by contacting your elected officials to advocate for full funding for HUD programs. Here are two resources—a phone call script and a letter template—available with suggestions that can be tailored to include information relevant to your local community.
