HUD Releases ROSS Rapid Response Funding Opportunity

Apply Early—Rolling Awards Available While Funds Last

On July 18, HUD released Notice PIH 2025-23, announcing the availability of funding under a Rapid Response component of the Resident Opportunity and Self-Sufficiency (ROSS) program. The ROSS Rapid Response Program (RRP) is a one-time, off-cycle grant opportunity designed to help PHAs and other eligible entities address sudden, community-wide emergencies that impact HUD-assisted residents.

The ROSS program supports service coordinators who connect residents to supportive services such as employment training, education, health care, and financial literacy. Typically, grants are awarded through an annual Notice of Funding Opportunity (NOFO) in three-year cycles.

This RRP grant opportunity is not a replacement for the annual ROSS NOFO. Instead, it provides expedited, short-term funding to support urgent service coordination needs resulting from events like natural disasters, public health crises, or economic disruptions. Funding awards range from $150,000 to $250,000, depending on the number of residents served. A 25 percent match is also required.

Eligible applicants include PHAs, resident associations, and nonprofit organizations that have received ROSS funding since 2017. To apply for the Rapid Response grant, applicants must submit a single PDF document addressing three questions:

  • Challenge Statement describing the unanticipated emergency (500 words).
  • Capacity section outlining staffing, experience, and matching resources (250 words).
  • Response Plan detailing proposed activities, coordination with partners, and use of funds (250 words).

The narrative and all required federal forms must be uploaded via the RRP posting on GrantSolutions.gov. Applications are reviewed on a rolling basis until funding is exhausted. Priority will be given to applicants demonstrating local capacity and readiness to implement people-centered, rapid-response efforts.
