Senate Moves Forward on Spending Bill to End Shutdown

On November 9, the Senate voted narrowly to move forward on a Continuing Resolution (CR) to fund the government through January 30, 2026.  The negotiated agreement also includes a “minibus” of three appropriations bills—Agriculture, Legislative Branch, and Military Construction-Veterans Affairs (MilCon-VA).  Eight Democrats joined with nearly all Republicans to overcome the 60-vote filibuster threshold.

The Senate must still hold a final vote on the CR package, which could be as early as today.  Following that, the bill will head to the House, where the chamber is expected to vote on the measure on Wednesday at the earliest.  While the CR only needs a simple majority in the House, its passage is not guaranteed, as the Republican majority in that chamber is razor thin.

In addition to providing level funding for HUD programs through January 30, the CR allows the Department to repurpose unobligated funding for voucher admin fees, special purpose vouchers, and tenant protection vouchers to address any voucher shortfalls.  It also includes language that would reverse the Reductions in Force (RIFs) put in place at the beginning of the shutdown.
