Rolling Awards Available While Funds Last
On January 26, eligible HAs were notified through the GrantSolutions system of a Rapid Response funding opportunity under the Resident Opportunities and Self-Sufficiency (ROSS) program. Eligible applicants include HAs, resident associations, and nonprofit organizations that are current or former ROSS grantees and have received ROSS funding at any time since 2017.

The ROSS Rapid Response Program (RRP) is a one-time, off-cycle grant opportunity intended to help HAs and other qualified entities respond to sudden, community-wide emergencies affecting HUD-assisted residents.
The ROSS program funds service coordinators who connect residents with supportive services such as employment training, education, health care, and financial literacy. While ROSS grants are typically awarded through an annual Notice of Funding Opportunity (NOFO) and funded in three-year cycles, the RRP is a two-year grant and not a substitute for the annual NOFO. Instead, it provides expedited, short-term funding to address urgent service coordination needs arising from events such as natural disasters, public health crises, or economic disruptions.
Funding awards range from $150,000 to $250,000, depending on the number of residents served. A 25 percent match is also required.
In addition to a Frequently Asked Questions (FAQ) resource, HUD will host a ROSS RRP Notice Webinar on February 11 at 2:00 pm ET to provide an overview of the program.
Applications must be submitted as a single PDF through the RRP posting on GrantSolutions.gov and respond to three prompts:
- Challenge Statement describing the unanticipated emergency (500 words)
- Capacity outlining staffing, experience, and matching resources (250 words)
- Response Plan detailing proposed activities, partner coordination, and use of funds (250 words)
The narrative and required federal forms must be uploaded to GrantSolutions.gov. Applications will be reviewed on a rolling basis until funds are exhausted, with priority given to applicants demonstrating strong local capacity and readiness.
