Congress Passes FY 26 HUD Appropriations

PHADA Remains Concerned about Deeply Inadequate Public Housing Funding

Earlier this afternoon, the House of Representatives voted 217–214 to advance a five-bill minibus—which includes the Transportation, HUD, and Related Agencies (T-HUD) appropriations bill—to the President, who is expected to sign the bill later today. The President’s signature will conclude the FY 26 appropriations process for HUD programs four months after the fiscal year began on October 1, 2025.

The House had passed a minibus on January 22, 2026, but objections from Senate Democrats led to Homeland Security funding being pulled into a separate Continuing Resolution. There have been no changes to HUD funding levels since the bipartisan deal was released in mid-January.

PHADA remains deeply concerned that the low funding level for public housing will further challenge HAs to provide safe, decent, and affordable housing to low-income families. These concerns are heightened by the onslaught of new HUD regulations and actions, including cash management, new EIV-SAVE verifications, and potential HOTMA compliance rollout.

The Association will provide a more detailed overview of FY 26 HUD appropriations in the forthcoming edition of the Advocate. PHADA will continue to advocate for maximum funding for all HUD programs including public housing.
