IT Working Group Writes to HUD with PIC, HOTMA Concerns

On February 12, the IT Working Group wrote to HUD leadership to recommend an alternative timeline for technology updates and compliance with income and asset provisions from the Housing Opportunity through Modernization Act of 2016 (HOTMA). The IT working group comprises representatives from PHADA, other housing industry groups, HA software vendors, and individual HAs.

As reported in the most recent edition of the Advocate, HUD presented a draft timeline for PIC updates and HOTMA compliance in a late January meeting with the IT Working Group. The Department’s proposed timeline—which would see HAs fully comply with HOTMA income and asset provisions in fall 2026—was completely unrealistic and ignored the time needed for software development, staff training, and resident messaging.

The IT Working Group letter presents an alternative, workable timeline that includes tangible deadlines for HUD and software vendors to meet. It notes that the schedule would require updating if the Department failed to meet any deliverables. Based on this proposed timeline, the earliest that HAs would be required to comply with HOTMA income and asset rules would be April 1, 2027.
