HUD Publishes Notices Rescinding Relaxed Eligibility Verifications

On March 5, 2026, HUD published two PIH notices, each of which rescinds prior guidance on relaxed verification procedures. 

Notice PIH 2026-04 rescinds the entirety of Notice PIH 2024-17, which allowed for streamlined approval of waivers related to eligibility verification and was covered by PHADA in the Advocate. Despite this rescission, any previously approved waivers covered by the notice remain valid until their expiration.

 

Notice PIH 2026-05rescinds prior guidance on eligibility verifications for the Emergency Housing Voucher (EHV, Notice PIH 2021-15) and Stability Voucher (SV, Notice PIH 2022-24) programs. Under prior guidance, HAs could adopt policies to admit applicants to the EHV and SV programs without required Social Security Number (SSN) or citizenship documentation; however, the participant had to provide this documentation within 180 days of admission.

The notice rescinds this guidance and requires that HAs follow standard eligibility verification procedures for EHV and SV applicants. It also notes that, within 60 days, HAs must ensure their policies align with Notice 2026-05 and ensure that the SSNs of all family members in the EHV and SV programs are verified in the Enterprise Income Verification (EIV) system.
