Public Housing Industry Groups Congratulate Senate on Passage of 21st Century ROAD to Housing, Call for Removal of Moving to Work Provision in Conference

The undersigned organizations—who collectively represent nearly all the nation’s over 3,300 public housing authorities—congratulate the U.S. Senate on its passage of the 21st Century ROAD to Housing Act. This is one of the most ambitious housing bills to pass the Senate in several decades, and its passage is the result of hard work across many Senate offices.

Our organizations look forward to the House and Senate entering conference negotiations, and we urge lawmakers to remove Section 504 from the bill during these negotiations. This provision imposes burdensome and infeasible reporting requirements on existing Moving to Work (MTW) public housing authorities that will distract agencies from their core mission of serving low-income families. Further, it proposes an expansion cohort with greatly limited flexibilities that will constrain agencies’ ability to meet local housing needs.

We look forward to working with our Congressional partners to produce the strongest, most effective housing package possible—one that addresses our nation’s housing affordability concerns and ensures that public housing authorities can continue to provide safe, decent, and affordable housing.
