HUD recently issued Notice PIH 2026-11, updating guidance on the required use of Enterprise Income Verification’s (EIV) Deceased Tenants Report for Public Housing, HCV, PBV, Mod Rehab, and MTW agencies.
The notice replaces PIH 2012-04 and reinforces HUD’s expectation that HAs regularly monitor the report and promptly address cases where assistance or subsidy payments may continue after a participant’s death.
Under the notice, HAs must review and verify EIV deceased tenant matches before taking action and, when appropriate, terminate or adjust assistance and address any resulting overpayments. HUD also requires HAs to generate the report at least monthly, with voucher agencies expected to review the report prior to HAP disbursement.
The notice further addresses occupancy issues in public housing when an unauthorized individual remains in a unit following the death of the sole household member and outlines additional procedural requirements related to documentation, occupancy verification, and reporting.
Although much of the guidance formalizes existing practices, it also introduces additional compliance and documentation expectations for HAs already managing significant administrative responsibilities. PHADA will continue monitoring implementation concerns raised by members.
