The House is expected to consider an amended version of the 21st Century ROAD to Housing Act next week under suspension of the rules, which requires a two-thirds majority vote for passage. Supporters of the legislation are urging continued bipartisan support in an effort to encourage Senate approval of the revised package without further changes. PHADA has engaged with lawmakers on both sides of the aisle throughout this process and will continue to advocate for member priorities as the bill moves forward.
House Bill Drops MTW Provision
The amended House bill does not include the Moving to Work (MTW) expansion that was part of the Senate-passed version, a priority outcome for PHADA and its industry partners. The Senate bill would have created a new MTW cohort that significantly constrained flexibilities and imposed considerable additional reporting burdens on existing MTW agencies. Neither the new cohort nor the additional reporting requirements appear in the amended House bill.
Amended Bill Returns BABA Evaluation Language for HOME Projects
The amended bill includes a PHADA-supported provision that restores language directing HUD to evaluate BABA implementation for HOME-funded projects and issue updated guidance. The Association recently joined a HOME Coalition letter calling for inclusion of HOME Reform Act (H.R. 5798) provisions in the broader housing package. PHADA members are encouraged to contact their congressional representatives and urge them to support the House’s inclusion of BABA language to the bill.
Two Provisions Members Should Monitor
Two differences from the Senate version PHADA will continue to monitor:
- The House bill reintroduces language from its original housing bill, adding new reporting requirements for PHAs under receivership or federal monitoring.
- Unlike the Senate bill, the amended House version does not make the Rental Assistance Demonstration (RAD) program permanent or lift the cap on RAD units.
