House Passes Amended 21st Century ROAD to Housing Act

On May 20, the House of Representatives passed an amended version of the 21st Century ROAD to Housing Act with a bipartisan 369–13 vote. The vote followed the endorsement of the amended legislation by the White House.

The amended bill incorporates many of PHADA’s policy priorities for the bill, including:

  • Removing the ill-conceived Moving to Work (MTW) program expansion and not including additional reporting requirements for existing MTW agencies.
  • Restoring a provision that would require HUD to study the impact of Build America, Buy America (BABA) provisions on HOME funding, and to make modifications to its BABA processes based on that study.
  • Eliminating provisions that would stifle the construction of Built-to-Rent (BTR) housing.

Following House passage, the bill now heads to the Senate. It is unclear if or when the Senate will take up the bill again. PHADA will continue to keep members updated regarding the latest housing legislation through the Advocate, Breaking News, and social media.
