Concerns continue to grow among PHADA members regarding delays in HUD’s release of ROSS Coordinator Program funding awards. Under HUD’s published NOFO timeline, awards were anticipated by April 30, with project start dates scheduled to begin June 1. While HUD staff have indicated awards could be released soon, no official timeline has been confirmed.
As the delay continues, agencies are becoming increasingly concerned about staffing continuity and potential disruptions to resident services. Without timely award announcements, some HAs may face difficult decisions regarding coordinator positions and ongoing self-sufficiency programming for residents. PHADA has raised these concerns with HUD and will continue to advocate for timely release of funding.
Given the longstanding bipartisan support in Congress for resident self-sufficiency initiatives, PHADA encourages members to contact their congressional offices and make them aware of the potential local impact these delays could have on programs, staff, and residents in their communities.
