HUD Announces FY 25 ROSS Awards

HUD has announced approximately $37 million in FY 25 Resident Opportunities and Self-Sufficiency (ROSS) funding, awarding grants to 114 organizations. The grants support service coordinators who connect residents with employment, education, financial literacy, health, and other supportive services.

The FY 25 grant term runs from June 1, 2026, through May 31, 2029. HUD has not yet issued Notices of Award (NOAs), but successful applicants will receive award notifications through GrantSolutions. Agencies must maintain an active UEI registration in SAM.gov to accept their awards, and HUD has indicated that grant funds should be available in eLOCCS within one to two weeks after accepting the award.

HUD also announced that FY 25 grantee onboarding sessions and office hours will be scheduled in the coming weeks.

Applicants who were not selected for funding may appeal or request a debriefing. Appeals must be submitted within 30 calendar days of the date on the award or ineligibility letter.
