On Sunday, August 2, the Senate released a bipartisan Continuing Resolution (CR) that, if enacted, would fund the government through December 11, 2026. While the CR includes level funding for HUD programs, it does include several policy riders relevant to core HA programs:
- It allows HUD to repurpose FY 26 voucher funding that it has not yet obligated to HAs to address voucher shortfalls. In practice, most of this unobligated funding will come from the Tenant Protection Voucher (TPV) account.
- It clarifies Congressional intent that HUD should issue TPVs to households currently assisted through the Emergency Housing Voucher program. PHADA has consistently advocated for the Department to provide TPVs to this population and covered this issue in the most recent edition of the Advocate.
- It prohibits the Office of Management and Budget (OMB) from implementing its proposed rule to overhaul federal grantmaking. PHADA has advocated strongly against this proposed rule, including submitting a detailed comment letter, and applauds the Senate for including this provision.
The Senate is expected to begin procedural votes on the CR today and could pass the bill before the end of the week. On July 21, the House passed its own CR, though it will not be taken up by the Senate.
