With Congress in its August recess and the 2026 Legislative Forum upcoming in September, PHADA has developed two new resources that demonstrate the importance of full funding for the Housing Choice Voucher (HCV) program:
- Support Full Funding for the Housing Choice Voucher Program: As Congress continues to debate Fiscal Year 2027 appropriations, it is increasingly likely that a Continuing Resolution (CR) will be needed to fund the government past September 30. This document highlights the importance of including provisions in any CR that provide flexibility so that housing authorities can continue to serve low-income families.
- Voucher Admin Fees Are Crucial to Housing Low-Income Families, Seniors, Veterans, and Other Vulnerable Populations: PHADA members know that admin fees are essential to running a successful voucher program. However, it can be difficult to explain the importance of fully funding administrative fees, as the voucher program is very complex and funding does not directly go to low-income families. This issue brief highlights the many uses of administrative fees using a series of illustrations.
