On September 1, HUD notified the public through the Federal Register that it had released FY 27 Fair Market Rents (FMRs). Housing authorities (HAs) can access their FY 27 FMRs through HUD’s website. Agencies subject to mandatory Small Area Fair Market Rents (SAFMRs) can also access those through the HUD website.
In general, HUD has maintained the same methodology to calculate FMRs as in prior years. However, due to the Bureau of Labor Statistics discontinuing certain data series, HUD has developed a new methodology to calculate housing fuels and utility inflation. As in prior years, HAs can request a reevaluation of their FMRs, though agencies must fund any housing surveys through administrative fees or admin fee reserves. Interested agencies must submit a reevaluation request to HUD by October 1, 2026, and must provide housing survey data to HUD by January 8, 2027. The notice has additional details regarding data that should be collected for an FMR reevaluation.
