On September 1, the House passed a Continuing Resolution (CR) funding the government through December 11, 2026. The CR had previously passed the Senate on August 8. With the House’s passage, the CR now heads to the President’s desk, and he is expected to sign it in the coming days.
While the CR includes level funding for HUD programs, it does include several policy riders relevant to core HA programs:
- It allows HUD to repurpose FY 26 voucher funding that it has not yet obligated to HAs to address voucher shortfalls. In practice, most of this unobligated funding will come from the Tenant Protection Voucher (TPV) account.
- It clarifies Congressional intent that HUD should issue TPVs to households currently assisted through the Emergency Housing Voucher program. PHADA has consistently advocated for the Department to provide TPVs to this population and covered this issue in a recent edition of the Advocate.
- It prohibits the Office of Management and Budget (OMB) from implementing its proposed rule to overhaul federal grantmaking. PHADA has advocated strongly against this proposed rule, including submitting a detailed comment letter, and applauds Congress for including this provision.
