Removes Applicability to COCC
On August 31, HUD responded to the PHADA-led joint industry letter posing questions relating to the revised Public Housing Authority Procurement Handbook 7460.8 REV3. See the July 8 Advocate, “Revised HUD Procurement Handbook Leaves HAs in Limbo.” Their response to most questions was a fallback to the 2014 and 2015 implementation of 2 CFR 200 Uniform Guidance by HUD, but one significant correction is included in the latest update.
The PIH Procurement Handbook no longer claims that federal procurement requirements apply to the public housing Central Office Cost Center (COCC). This is a significant change, and PHADA appreciates HUD’s correction. The updated revision is also now dated August 2026. The updated version of the handbook can be found here and here.
PHADA will continue to advocate for HUD to provide PHAs with maximum local flexibility and to make additional commensurate changes to the PIH Procurement Handbook.
